If NCLB was sold as a way to narrow/eliminate the achievement gap then I hopefully showed that this is what will happen if the statute is successful in raising achievement to 99% proficiency. Right? I'd be more convinced if you acknowledged that there's a difference between the mechanism used in NCLB (AYP, which is a threshold test in abstract) and the rhetoric used to justify NCLB.
