Most likely the child wasn't learning in his regular "balanced literacy" (code for whole language) program, so he'll be placed in RR where he'll get a more intensive dose of it.<BR/><BR/>One of the studies showed that just by adding a systematic explicit phonics component to RR raised scores by almost 40%.
